SB 1248 - This act provides that no person shall knowingly administer to, prescribe to, prescribe for, procure for, or sell to any pregnant women any medicine, drug, or other substance with the specific intent of causing or abetting the termination of the life of an unborn child. No person shall knowingly use or employ any instrument or procedure upon a pregnant woman with the specific intent of causing or abetting the termination of the life of an unborn child.

This act also provides that nothing shall be construed to prohibit the sale, use, prescription, or administration of a contraceptive measure, drug or chemical, if it is administered prior to the time when a pregnancy could be determined through conventional medical testing and if the contraceptive measure is sold, used, prescribed, or administered in accordance with manufacturer instructions.

Also, no licensed physician who performs a medical procedure designed or intended to prevent the death of a pregnant mother is guilty of violating this act. However, the physician shall make reasonable medical efforts under the circumstances to preserve both the life of the mother and the life of her unborn child in a manner consistent with conventional medical practice.

Nothing in this act shall be construed to subject the pregnant mother upon whom any abortion is performed or attempted to any criminal conviction and penalty.

This act also repeals numerous provisions in Chapter 188, RSMo, that regulate abortion.

This act contains a referendum clause.

Now how soon can a pregnancy be determined "through conventional medical testing"?? What if a pregnancy test is developed that can determine pregnancy almost immediately? I don't think that is too far off.

it will completely change the discussion/debate/public sentiment... but sadly it may take quite some time (think "eras") to come to full revolt. Just as it took two decades to move public sentiment to supporting more extreme bans per abortions (in the late 80s being hardline on abortion was a HUGE political risk) - the extremism being demonstrated in these state-house bills/laws - will have a long lasting effect and reaction.

Another reaction will be the seriousness with which folks take the whole "who will the pres. candidate put on the court" concerns... the speed with which state houses have acted after Alito was confirmed is breathtaking - and not "unnoticeable" to the public. There are many in DC (strategists) who were 'certain' that this wouldn't happen (due to likely future political backlash) who are currently choking and losing sleep - and these folks, too, are awakening and likely to advice very differently in the future. I really do believe that we have just entered a very historical political period.

There will be webpages set up where the $3 abortion is made a little safer.

Right now there are thousands of poor Americans who take an ulcer drug to induce 1st trimester labor. If abortion is made illegal, offsite webpages will be established so pregnant women can calculate the correct dosage and learn what signs to look for if things are going wrong and they should call 911.

I am not saying this is a good thing. I'm just saying it's not quite as horrible as the abortions of the '50's.
