help, I need a quick lesson on city finances |

I'm running for alder-person and I have a vague idea was a TIF district is but I don't know what a levy is. As in we use a levy instead of borrowing money....
Can anyone help me with some basic definitions or give me a web site or a book that would help me out.

As opposed to a bond issue, which is borrowing.
I recommend going to a current Democratic alderperson and asking for the rundown on the city's day-to-day business. If your local Democratic party are good people (and they should be) they'll be set up to help new candidates over the hump of their first campaign.

I did talk to someone at city hall today and tomorrow I talk to the financial administrator.
