Note the Orwellian propaganda.... this translates "to the extent that you agree with me, we're with you" and implies that if you're not with him, you're the enemy. Bush said this statement in one of his major speeches, just the same lines he also said about the Afghanis and the Iraqis. I take it as tantamount to a declaration of war.

Bush/Cheney like to talk big, but it would be very hard to start a war against Iraq with the military being in its current situation and Bush's low approval ratings. Not too many Republican congressmen are going to want to advocate a war in Iran if they want another term, and the military is already stuck in Iraq. There will be no war prior to 2008.
