As of 10:20 pm EST, MYDD says, "In case you are wondering why I am still porjecting Cuellar ahead despite Ciro's robust lead in the actual vote count, Webb County, which accounted for over 31% of the vote in 2004, has not reported a single vote yet. And in 2004, it went 84-16 for Cuellar."

The outcome of one of the closely watched primary races in Texas will likely not be known for sometime, as voting results from Webb County have been held up due to a technical glitch.
With only a small percentage of results in, incumbent U.S. Rep Henry Cuellar was trailing former Congressman Ciro Rodriguez in the Democratic primary race for the 28th Congressional District seat.
Several key counties, including Cuellar's Laredo home base of Webb, still had not reported early vote totals. The Laredo Morning News is reporting that voting machines had been incorrectly programmed, and as a result votes would have to be extracted from flash cards attached to each machine.

28. That is exactly what happened in Ohio
between Schmidt and Hackett.
Hackett was ahead....oops a glitch...took forever to get results then BOOM!,
Schmidt won.
Probably why Webb County hasn't reported yet.
Not sure how big of a bump they need.

It's not as if my watching the results as they come in will help Rodriguez at all, but I just can't resist doing that in elections like these.

I just wish Webb would report something. Sure, I'm paranoid but having absolutely nothing reported at this point in the evening just seems too suspicious...

Ciro just said, "we have already sent attorneys down to Webb and Zapata counties and the ballots have been impounded."

He looks very confident and Henry looked shaken. The tone in the local media is pro-Henry."

Update: Basically what is going on in Webb county is that they're delaying reporting to figure out how many votes they need. And WOAI-TV just showed Madla crying. You know what, that's what you get for the CHIP vote. Turncoat.

Update 3: MyDD has a comprehensive round-up on the Ciro-Henry grudge match. The E-voting issues are really, really bad folks. There's like a total embargo on information here. It's really screwey. We're probably looking at the first stolen election of 2006, as someone noted at MyDD. The shenanigans are so obvious and so over the top. I am just glad Ciro's got his legal act together this time.

State Senate District 19 is more than likely going to break Uresti's way, and a big part of that victory was first the Madla clip that made it to the blogs. The momentum shifted significantly when we had Carlos on the show and re-ran and re-ran the clip over and over. That week the local media picked up on the clip and the CHIP issues. (A kids health insurance vote that Madla hosed his supporters on.) So, The Agonist and local blogs are getting some good kudos for helping out the local campaigns. Good stuff. It looks like we've knocked off one DINO tonight, but we probably won't know about Ciro and Henry til tomorrow, if even then.

WOAI has reported than Henry has pulled ahead of Ciro, but still just shy of the 50.1% threshold for outright victory. Morales has a chance to be the spoiler. Ciro just hasn't mobilzed his voters the way he could have. When I last looked it was 48% Cuellar, 45% Rodriguez, 6% Morales. Webb county ballot boxes are still outstanding. I've heard they've been impounded, and then not, and then impounded and then back on their way. It's very confusing. Even from people I know on the ground in Laredo. Freshman Democratic Rep. Henry Cuellar holds a lead over former four-term Rep. Ciro D. Rodriguez a rematch of their chaotic and controversial 2004 primary in Texas’ 28th District. But it is not yet clear whether Cuellar will achieve the majority vote he needs to avoid an April 11 runoff election.

With more than 86 percent of the vote counted in the 28th — which runs from San Antonio to the Mexico border — Cuellar led Rodriguez in a race that also includes Victor Morales, a schoolteacher and past congressional aspirant.

Cuellar had 48.01 percent of the vote, just short of a majority, to 45.27 percent for Rodriguez and 6.72 percent for Morales. At 3 a.m. eastern time, Cuellar led Rodriguez by 1,047 votes out of more than 38,100 cast.
