local level. I am unaware of any local government voting, at that time, to demand Clinton's impeachment (although I'm sure there were a few unenlightened towns that could have passed a resolution). Clinton's impeachment was a manufactured event thrust on us by a partisan Republican majority. Fact is, there was no popular, grassroots demand for a Clinton impeachment....and there is for Bush.
