This all could have been a big farce in order to let Haliburton take over our ports.

WH got the Company to "request" it.

Now, the WH knows that this deal will NOT go through so they have gotten the company to alter the deal so they (the WH) can save face. Everything is PR and bullshit - as usual. The WH doesn't have to back down. The company decided to do this. Yeah, right.
