How does Iraq pay it's Soldiers and Police

Does the USA give their government money or do they have some sort of tax system set up? I know they are only pumping half as much oil as they did before the Invasion happened. None of their Infrastructure is up and running as yet. How do they function. Is the USA paying all their Governmental expenses as well as our own expenses there? Why is Rumsfeld asking for another ninty one billion when they all said at the beginning one billion would pay all expenses. I think one billion was all we spent on Desert Storm but so far we are over three hundred billion dollars into the sink hole and counting. What did Americans buy for all that money?

I have been wondering the same thing. I suspect it is our tax dollars. :(
