Hawkish US warns of 'negative' China

CONDOLEEZZA Rice has warned that Beijing could become a "negative force" in the region, revealing that China's military and economic rise will be at the core of trilateral security discussions with Australia and Japan in Sydney next week.

On the eve of her visit to Australia, the US Secretary of State struck a surprisingly hawkish tone on China, saying the US, Japan and Australia had to watch the pace and reach of Beijing's military build-up.

...she said China had to respect things such as intellectual property rights - a big issue for the US, which is angered by the Chinese copying products such as software. "The last thing that we need is a very, very big Chinese economy that is operating outside the rules of the international economy." ...Her comments came in a week in which China threatened to use its economic muscle to open a trade dispute with Australia...

Dr Rice said energy would also be a focus of the dialogue "because the need for energy is driving diplomatic policy/foreign policy in ways I would never havedreamed of four or five years ago".
