Rice:US To Seek Ways To Resume Military Aid To LatAm -NYT

Mar 2006 NEW YORK -(Dow Jones)- U.S. Secretary of State Condoleezza Rice said Saturday that the U.S. would look for ways to resume military assistance to Latin American nations cut off from aid programs because of their refusal to shield Americans from the International Criminal Court, The New York Times reported in its Sunday editions.

Eliminating or reducing military assistance to countries like Chile and Bolivia that are seeking to combat terrorism or drug trafficking is "sort of the same as shooting ourselves in the foot," Rice told reporters Friday as she traveled to attend the inauguration of Michelle Bachelet as the new president of Chile.

Rice said, however, that the Bush administration had limited flexibility in restoring aid because a law enacted by Congress required the cutoff of military aid to countries that did not exempt U.S. citizens from being brought before the court, the newspaper report indicated.

At least 30 countries have declined to enact an exemption, including 12 in Latin America and the Caribbean.

1. Imagine the Chinese army in America, with troops allowed to do
whatever the fuck they want at any time to any American...and can't be held accountable by the US. Gee, wouldn't Americans just LOVE that!

4. Yeah, they're getting a little to free down there. Countries actually
owning their own natural resource and sharing the profits with their people instead of having a multi-national corporation distributing the wealth to their rich share holders, god forbid.

Oil was on Intelligence Director Negroponte's mind at a Senate hearing as he criticized Venezuelan President Hugo Chavez for chumming it up with Iran.

Chavez "is seeking closer economic, military and diplomatic ties with Iran and North Korea," he said. Negroponte griped in his statement that Chavez is looking to dump the U.S. as an oil trading partner in favor of customers like Russia and China. Although the U.S. presently gets about 60% of Venezuela's oil exports, Venezuela reportedly plans to double their exports to China by the end of the year.

7. No, no military aid to Latin America.
Ironic that the Bush administration has cut off its nose to spite its face, but I hope they don't find a way around their self-imposed aid cut-off.

Latin American militaries might want the assistance, but their only real purpose is to act against "internal subversion," not external threat.

Latin America will be much better off without US military assistance.

14. Interesting that they went public with it
they always find ways around restrictions. They must want to steal a bundle from the Treasury and they want us to sign off on it with the lure of the international court. No matter what they tolerate from Latin America, they will never willingly allow themselves to be held accountable before the international community. I hope they get spurned too, but you know there will always be those countries who don't mind muckraking right along with the fascists. And there will always be shills in Congress who go along with it. We need to watch appropriations.

There is a major anti-drug operation underway in the Orange Walk district, but disturbing reports from Belizeans stopped at a checkpoint on the Northern Highway indicate that it is being operated and directed by agents of the U.S. Drug Enforcement Administration. Two separate accounts to News Five by extremely reliable witnesses say that at a checkpoint set up near Carmelita, Belizean motorists were stopped and questioned by two obviously foreign men wearing D.E.A. t-shirts and identifying themselves as U.S. agents. In both instances, which occurred Sunday evening, members of the Belize Police Department were present, but standing well in the background and did not participate in the initial encounter. The traffic stops were made by the D.E.A. men who proceeded to question the drivers about where they were going and other routine matters. They were reported to be unfailingly friendly and polite, but when questioned by the motorists as to what was going on, made it clear that they were in a position of authority. When we contacted police press officer G. Michael Reid he admitted that a "regional drug operation" was being conducted to take care of some "increased drug activity" in the area. Reid pointed to the excellent working relationship between U.S. and Belizean law enforcement authorities, but did admit that "it was not normally the policy" for non-Belizeans to be making traffic stops and in fact the D.E.A. "should not be doing that." As for the length of the operation, Reid told News Five that it was "not a permanent thing." According to one of the motorists, however, the D.E.A. agent told him, "you're gonna see a lot of us around."
