Should the U.S. provide visa's to Iraqis?

Given the chaos that's erupted there, should the U.S. give visa's to Iraqi's who wish to flee the violence there and come to America for safety? Right now nearly every visa request from an Iraqi who is not connected with a Bush family member, or company, has their visa denied, or put into limbo, or lost in red tape for months if not years at a time. Do you think it's wrong for our government to deny Iraqi's who wish to flee the violence and carnage created by our government's own incompetence?
