Imagine you are a state trooper... Your job, of course, is to stop people who are speeding. As you are sitting there in your squad car, munching your donut, on the side of the highway, a car zips by at an absolutely dangerous speed. You look up at your radar gun, but it looks like it's on the blink and stuck at 7 mph. Perhaps the sheer speed of that car fried its batteries.
Do you sit there munching your donut because you do not have proof the car was speeding? Do you let that car zip along until it comes to a sharp turn or an unfortunate motorist changing lanes at the wrong time? Or do you choke down your last bite, uncomfortable as that may be, and go after that car so nobody gets hurt?
Now, imagine you are a U.S. Senator. Your job, of course, is to check the power of the executive branch....
