Bush to Restate Terror Strategy - Doctrine of Preemptive War Reaffirmed
'President Bush plans to issue a new national security strategy today reaffirming his doctrine of preemptive war against terrorists and hostile states with chemical, biological or nuclear weapons, despite the troubled experience in Iraq.

The long-delayed document, an articulation of U.S. strategic priorities that is required by law, lays out a robust view of America's power and an assertive view of its responsibility to bring change around the world. On topics including genocide, human trafficking and AIDS, the strategy describes itself as "idealistic about goals and realistic about means."'

- You know, it's that "despite the troubled experience in Iraq" element that really grates. How in hell can the mentally-challenged One expect that a continued warfare stance will gain any traction for himself or the Repub party in the next two years, given the fact that even his 'base' increasingly thinks of him as off base?

A "Doctrine of Preemptive war' sounds like an excellent chapter heading for a future history text, and like a horrific description of what America and the world face over the next three years of LameDuck's administration.

Kim Jong Il would certainly consider us to be hostile. And the "terrorist" part is just like beauty -- in the eye of the beholder.

15. "Preemptive war" is a nice way to say "a war of aggression"
Bush doesn't want to come out and say he'll attack a country just because he feels like it, or because he's so unpopular that only a war will revive his popularity, so he resorts to deceptive phrases like "preemptive war" or, even more sinister, "anticipatory self-defense."

The Bush Doctrine is more properly summed up in one of two sentences: 1) Attack others before they can attack you, and 2) The best defense is an offense.

The Principles of Conflict

The First Principle of War:
All wars are struggles over the control of resources or struggles for political control.
Politics is the struggle for power in order to control resources. So all political struggle is at bottom the struggle over resources.

Subsidiary principle:
When resources are scarce or perceived to be scarce, there will be an increased struggle over the available resources.

Subsidiary principle:
Wars which are not directly or overtly about the control of resources, are struggles for political control.

Corollary:
Resource scarcity is a consequence of too many people chasing limited supplies.

Corollary:
When population reaches a critical mass relative to available resources, there is always a struggle over the division of those resources. When there is an easily identifiable minority ethnic or racial group, that group tends to become a target in times of scarcity.
