but I don't think the President has to sign off on every tactical move.

2. Maybe not.. but from his own tactical standpoint, when his standing

is in the toilet, and he looks like an incompetent wimp, you'd think he would WANT to be a person in charge, instead of appearing to duck responsibility. Having a CIC bomber jacket and walking like you're a weight lifter doesn't compensate for a lack of personal kahunas.
