it isn't a cure. if you already have HPV, this won't help at all. It's a vaccine to prevent infection with certain strands of HPV that have been shown to contribute, when left untreated, to higher levels of cervical cancer.

quitting smoking isn't a cure for cancer, it's a way to significantly decrease your risk of cancer.

and of course such a vaccine should be avaliable, given the prevalence of HPV, I'd make it a default, where people could opt out, if they so chose, instead of an opt-in.
