The popular response to Russ Feingold's call on the Senate to censure President Bush for breaking the law by authorizing warrantless wiretaps has been extraordinary.

In Wisconsin, where voters know Feingold best, the response has been even more overwhelming. Letters to the editor have poured into newspapers across the state supporting Feingold's argument that the system of checks and balances must be restored. On Wisconsin Public Radio and commercial stations that entertain serious discussions of the issues of the day, callers have enthusiastically cheered their junior senator on.

Wisconsin's senior senator has worked side-by-side with Feingold for more than a dozen years. He should understand by now that Wisconsin's junior senator does not pull stunts. When Feingold takes a stand on an issue involving civil liberties, that stand is always grounded in serious concern and serious consideration.

But what is truly troubling is that, when Feingold said Congress must finally do what is right by the Constitution, Kohl chose to side with his spineless colleagues in Washington rather than with his courageous colleague from Wisconsin.
