Had a bad ring to it following World War Two. Some politician decided it would be less offensive with a name change to a peaceful sounding Department of Defense.
I can buy into that. For example;
Rumsfeld; Secretary of Defense--- suggests an honorable position smiling kind benevolent.
Rumsfeld; Secretary of War---suggests an overbearing arrogant warmongering murdering chickenshit asshole.
What is in a name? Plenty.
