Because that's what the war was really about. Oil is fine and dandy, and no-bid contracts are all well and good, but maintaining power is what it's all about.
Would bush have won in 2004 if the country hadn't been "at war"? Even "midstream," a very narrow minority (not accounting for voter fraud) was desperate to change horses.

In the first eight months of 2001, the bush administration realized that running a country is "hard work." After 9/11, it became clear just how easy it is to have an enemy.
