NYC cops used covert tactics, `proactive arrests' at protests

NEW YORK -- In five internal reports made public Thursday as part of a lawsuit, New York City police commanders candidly discuss how they had successfully used "proactive arrests," covert surveillance and psychological tactics at political demonstrations in 2002, and recommend those approaches be employed at future gatherings.

Indeed, one of the documents--a draft report from the department's Disorder Control Unit--proposed in blunt terms the resumption of a covert tactic that had been disavowed by the city and the federal government 30 years earlier. Under the heading of recommendations, the draft suggested, "Utilize undercover officers to distribute misinformation within the crowds."


Daniel Perez, the lawyer representing the people arrested at the animal-rights demonstration, argued that the police tactics "punish, control and curtail the lawful exercise of 1st Amendment activities."

Demonstrators arrested during the economic forum were held by the police for up to 40 hours without seeing a judge--twice as long as people accused of murder, rape and robbery arrested on those same days, Perez said.

40 hours in the NYC bullpens is a lifetime and for what, legally protesting..NYC has become a Police State

14. Depends. If you plan on actually exercising rights
the right to free speech and the right to petition the government, and the right to assemble, then yes. You will find that your rights are subjected to arbitrary constraint.
If you didn't plan on involving yourself in anything but officially approved One Party politics and stay within the lines, wear a tie and praise the wonders of the free market, and consider civil liberties to begin and end with the right of private property, then you will not feel the pinch of the police state.
But that would be because the police state works for you.

28. There were already methods in place to stop or deter 9/11.

Bush already knew what was coming. BushCo itself is the problem, not the system.

NORAD's actions alone were a travesty on 9/11.

We don't need to commit crimes and destroy the Constitution to protect ourselves, and as I see it the only real duty a president has is to uphold and protect the Constitution.

17. NYC has turned into a sorry city on political correctness and
massive police activity. It began with King Rudy the Tyrant, he drove the smut business out of Times Square where Disney and other corporations soon opened up for business. Rudy also began this campaign of terror against its citizens with unwarranted searches and seizures, he had this "checkpoint thing" at every intersection, then got rid of the "squeegee men" lol.
His transgressions were continued by bloomberg but its more serious today. No more warnings for issues its arrest city. Our criminal courts are BIG BUSINESS. Summonses for this summonses for that, for example your on the subway and your package sits next to you (50$) fine,no warnings. Riding your bike on the sidewalk (arrest and overnight stay in jail) standing in front of businesses (75$) summonses. Countless more.
More important the RNC in 2004..over 1700 protesters arrested and jailed for as long as 60 hours in a dirty dank pier hastily crafted to hold the mass arrests planned.
I lived here all my life 59yrs. how orwellian it truly has become, ITS FUCKING SCARY !!!!

Are you serious? Does this mean blocking the enterence, or if you just stop for a moment to rest or finish a cig before going into a store, you can be fined.

29. yes, its called "loitering" and you now will be arrested,unless
you move on when told to do so. Some NYC dudes and dudettes have this attitude,"screw you cops" so the cops accomodate them with a summons and an arrest. The best was some yrs back when this woman with a "big ass" got a ticket for taking up 2 seats on the subway (lmao !!). others who had their legs stretched out also got summonses. NYC = SUMMONSES CITY.

34. I was one of those
arrested at the RNC. I did not break a single law or ordinance. As a matter of fact, I did everything the cops ordered me to do, such as "Keep it moving. 'Round the building", which was a deliberate bait-and-switch tactic. As soon as we marched around the building, the orange netting came up.

I hope you at least joined the crowd suing the city for that outrage. My former attorney who successfully sued King Rudy the Tyrant on my behalf for another issue-> http://screwedbyRudy.blogspot.com has 240-270 active cases from that RNC round-up. Were you held at that filthy pier? And up to 72 hours no less. What scumbags the NYPD has become.
Would you do it again, protest I mean? I realize you cooperated and moved along but found yourself set up. But would you protest again? When I last heard NYC was still part of a free America. We have every right to denounce the Imbecile King George the 1st.

yes, and California! I'd stand up for my beliefs and exercise my First Amendment Rights all over again in a heartbeat. Just before the nets came down, the cops started getting really hostile, in total contrast to the way they had been at the big Sunday march a few days prior. I had an opportunity to "cut and run" just before the order to march around the building (NY Public Library) but in realizing that I was feeling fear because they WANTED me to, I stayed.

Gotta go out the door, but I will send you an e mail with all the details, DemInDistress. Give me liberty or give me death!

16. Did you know bloomy was a staunch Democrat in 2001?
The field was so big with some big names Mark Green Public Advocate and Al Sharpton,Freddie Ferrer at least 5 top Dems ran so Bloomberg changed his political party and became a republican where he squeaked out a victory. Bloomberg is now riding high and I can't understand why, he raised parking tickets fine to 165.00/180.00 top level and the majority around 115.00..that's my biggest gripe.
When in doubt change parties he's also a billionaire who takes no salary and funded his own election run. One more thing he often takes off in his private jet flies to Bermuda where he owns a palace and rumored to smoke weed !!

these cops here are way way above the law evidence Knapp Commission, Mollen Commission and numerous scandals that go unnoticed until the press expose them. Now they have pre-emptive powers (lmao)...
