First, here is a good article that if the over votes were counted, then Gore wins. http://www.sptimes.com/News/111201/Lostvotes/Without_overvotes_Gor.shtml The normal conservative response is that the over votes were not being counted under the terms of the recount as ordered by the Florida Supreme Court.
