Japan proposes US$3 billion in loans for US military realignment
(AP)

25 March 2006

TOKYO - Japan has offered a US$3 billion (euro 2.5 billion) loan for US companies to cover part of the cost of relocating some US Marines off a southern Japanese island under a planned realignment of American troops, news reports said on Saturday.

Japan made the proposal during talks in Tokyo on Friday with US negotiators but failed to reach an agreement, the newspapers Asahi and Nihon Keizai reported.

The plans are part of an overhaul designed to streamline the 50,000 US forces based in Japan - most of them on Okinawa island - and give Japan greater responsibility for Asia-Pacific security.

The two sides agreed on a basic blueprint last October, including plans to move 7,000 US Marines from Okinawa to the US territory of Guam. snip

American troops have been stationed in Japan since the end of World War II in 1945.

Wonder why they just don't tell us to leave if they can?

2. Because they cannot tell us to leave.
The Peace Treaty was very specific that we would occupy in perpetuity.

3. And they are forbidden to have an offensive military force. We are
required to provide for their defense. Ever wonder why they had so much money available for business?

4. I didn't know that. Is it the same deal for Germany and Italy?
I need to read these old documents some day.

5. Not really...
Italy 'changed sides' in 1943, and so got much easier terms.
The German treaty was thrown out the window when the Russians created East Germany... the resulting modifications were the basis of NATO. The modified treaty with Germany is allowed a LARGE army by treaty because of the threat of the Soviet Union.
The treaty with Japan gives 'basing rights' forever in trade for Japan not having a 'offensive military'. This allowed Japan to invest more in industry.
