The argument, or shall we say excuse, for not ensuring that certain rights exist from the start in Afghanistan - edited for brevity

Hugely insulting argument. Rice says that because it took THIS country so long to give blacks civil rights, that gives Afghanistan leeway to have to fight their own battles in the courts.... after all it takes time. After 250 years of THIS democracy, you'd think she'd be a stickler for not re-inventing the wheel, but doing a, uh, "Lessons Learned" about what a democracy should be, especially when they're starting from scratch and the US has such a heavy hand in it.
