Cut out some of Scotty's prop

Point: The issue is not between what Bush's PUBLIC comments were but what he said in PRIVATE. It is misdirection for Scotty to say "Go look at what Bush said publicly at the time"-that's the whole POINT of this memo with what he said PRIVATELY being exposed-that what he said PUBLICLY was designed to mislead and hide from the public what his intentions really were.
