The question is whether Resolution 1441 gave him the authority to act on his own without UN approval-he says here, YES. So, then why even BOTHER to go make the case to the UN security council for the 2nd resolution which he never got before invading?
This is part of the press conference held immediately after the meeting detailed in the new memo that came out that shows Bush was determined to go to war regardless of what the UN or Saddam did.

want to justify the war, despite their desire to see that building totally destroyed in a terrorist attack, a la the Alfred P. Murrah building?

and his approval is mid to low 30's. Remember that the Bushites always argue that they can do what they want but they will at least give you a chance to agree with them.

saying as he challenged the UN Security Council. BTW, he had NSA/Condiliar bug the telephone conversations of the Sec Council members during that period before the vote.

Bush cancelled the vote when it was clear they didn't have the numbers.
