Employers in the US are subject to the same laws....

That's where the enforcement should be - making sure the migrant workers get paid at least min wage, not hunting them down

What prevents a service provider from Mexico from using NAFTA and offering citizens of Mexico as farm workers legally in the U.S.?

10. farm workers
The problem is that so many more jobs other than farm workers are being taken by Illegal Immigrants, esp. in the Construction Industry. Also, many factory jobs, esp. the meat and poultry industry.

in what would otherwise be illegal immigrants to provide the entire range of services?
