he is only commander in chief of the military.

I've read his convoluted "logic" before -- but now looking back on his behavior, this statement makes more sense.

He believes that if he is the mythological "commander-in-chief" everyone has to obey his commands/orders. Perhaps he never heard of the mutiny on the Bounty -- that captain of the ship got put overboard (he survived, by the way).
