First, I'm remembering that Graham campaigned for McCain against Bush, so that tells me he's not a staunch fan of Bush.
When news of Bush's extensive wiretapping first came out, Graham spoke out against it. At today's hearing, he was absent until he popped in to grill/ridicule Dean. Graham's an arrogant, egotistical s.o.b., & I'm guessing that the strong-arm tactic used by the WH to impel him to "get Dean" was to feed his already-pompous ego. His overconfidence in preaching misinformation about Watergate to the most expert authority present, John Dean, was laughable. Graham's overconfidence despite Dean's correction ("You're showing that you know nothing about the subject") has "I did my duty; aren't you proud of me, Cheney?" written all over his smug face.
If the obvious WH strong-arming was customized for each absent senator, feeding Graham's ego is my guess.
