11. The people who run the drug testing agencies & labs
make drug test kits & equipment, anti drug ads, get govt contracts for the DEA and otherwise tap into the billions wasted on that stupidity. It sure as hell isn't the users or the taxpayers.

You should change your poll by adding some other choices. The drug war industrial complex - dealers and narks and the prison industry - make out bigtime. The addicted and poisoned and incarcerated users - well nobody gives a shit about them do they?

have used drugs, as far back as we have been able to form words.
Drug LAWS are fairly recent in human history.
Legalizes them all and let the (micro)chips fall where they may. Prosecute when a law is broken to obtain drugs.
