A Times Editorial

HELP WANTED: Heckuva job immediately available in Washington. Must watch weather radar, recognize large hurricanes and respond appropriately. Little support from White House, lots of red tape and all of the blame. Big opportunity for someone with thick skin and quick reaction skills. Looking for applicants other than political hacks and Arabian horse-show executives. With New Orleans in ruins, this time we want experience. Contact President Bush.
No wonder the Bush administration hasn't had any luck finding a new FEMA director. The New York Times reports more than a half-dozen state emergency officials have rejected overtures, including Florida's Craig Fugate (Washington's loss is our gain). So Bush apparently plans to nominate interim FEMA director David Paulison, who took over for the incompetent Michael Brown following the Hurricane Katrina debacle.
The message is clear: Until the Federal Emergency Management Agency regains its Cabinet status and receives proper funding, manpower and respect from the White House, it won't attract qualified leaders. Inspect your generator and storm shutters, because hurricane season is less than two months away. And be thankful for Gov. Jeb Bush and Craig Fugate, who can be counted on to handle hurricanes far more competently than FEMA.
