It is because the rules are set up very poorly.

There are quotas for 4 countries allowed to emigrate to the US: Mexico, Philippines, China, and India . Only 25,000 are let in per year from Mexico.

Plus, they have to be sponsored by a relative or employer to get their Legal Permanent Resident status and that could take years. If you are a poor Mexican and have no family or employer to sponsor you, which MANY of them don't, then you cant get LPR status like you could if you came from say, England (which is only a 2 year wait).

So if you are not either:
* Immediate Relatives
* Special Immigrants (political refugees)
* Family-sponsored
* Employer-sponsored

And if you don't have:
* the amount needed (anywhere from $100 to $600)to bring each and every family member over then...

YOU are SOL. And for any these people, their own country isn't providing them with anything and they have families and themselves to feed.

Desperation is quite a motivation factor.

The only legal way for most Mexicans to get on a citizenship track is to join the armed forces and hope they don't get killed before they are discharged.

Not so many Mexicans marry US nationals or come here to work (via those special work visas) in high tech and/or high paying jobs.

4. If you can make $4/day on one side of the border and $20-$40
on the other side, which side would you want to be on?

They come because there are lots of jobs which ONLY illegals are eligible for. The employers of illegals have put a huge carrot on this side of the border and have built business models based on:

1) paying cash under the table
2) not doing any paperwork
3) not paying matching taxes on wages
4) being able to "fire" people for anything
5) not providing any healthcare and
6) not being sued for unsafe conditions and injuries

I have worked side by side with undocumented workers in the restaurant industry. There were certain jobs that were ONLY performed by undocumented people.
