What 2006 candidate in your state should get the DUNCE award?

For Pennsylvania I would nominate Lynn Swann the GOP candidate for Governor.

During ABC News' interview with George Stephanopoulos, Swann was asked about issues including abortion and the minimum wage.

Swann said he would sign a bill outlawing abortions except under certain limited circumstances if the U.S. Supreme Court were to reverse its 1973 Roe v. Wade ruling. But he appeared to be under the erroneous impression that a ruling overturning Roe v. Wade would automatically outlaw abortion across the nation.

"Well, if the Supreme Court overturned it, then, they've basically overturned it," Swann said. "They've basically said that, you know, you can't have an abortion."

"No, no," Stephanopoulos replied. "They would send it to the states, and it would be up to each state to decide."

Swann said he opposes any increase in the state minimum wage, because it would hurt Pennsylvania's competitive position, but that he would support a boost in the $5.15-an-hour federal minimum that applies to all states.
