If a few of them wound up with permanent brain damage, it might dissuade them from trying things like this again.

Sadly, giving people permanent brain damage is illegal. So, instead, I recommend arresting DeLay's people for disturbing the peace, rioting, terroristic threats, assault, and anything else the DA can think of. (Is "Being A DeLay Supporter" a crime yet? Maybe it should be.) A few months in the slammer should put the fear of God into them.

I suggest tha use of an axe handle with the ten commandments carved into the shaft. Works for me. Please understand that I am not normally a violent type of person, preferring a reasoned debate to confrontation, but over the course of the past 5 years, have become almost completely convinced that the only language these 'people' understand is a good solid punch in the nose; rinse, repeat until message is received.
