It looked like channel 2 and I figured Houston. I came up with KPRC at http://www.click2houston.com/index.html They've got some video posted but it isn't the clip posted by Atrios. The time on the current clip also shows 11:__ (something) and not the 4 o'clock time on the Atrios video.
