Clinton, a popular president, was impeached on laughable, transparently trumped-up charges. It seemed that they were going to impeach Clinton no matter what- but he was actually doing a pretty good job.
Bush, on the other hand, seems like a man who's begging to be impeached. From illegal spying on Americans, to personally helping to out a CIA agent (then lying about it on TV repeatedly), conning the nation into war, etc., etc. The man has a list of *truly* impeachable offenses. Actual CRIMINAL BEHAVIOR. And on top of all that, he's not even popular. After five years of incompetence and intentional malfeasance, the country is bad shape and people are pissed.
If ever a president deserved to be impeached, it's GW Bush. If ever a president was unjustly impeached, it was Bill Clinton. There's just something poetic about the two happening back to back. History will mock the "Republican Revolution" and everyone associated with it.
