I can't tell if you're being purposefully duplicitous when you assert that Bush has unilateral declassification authority, or just a tool. I suspect it's a little of each.
Here's the relevant code:
SEC. 601. (50 U.S.C. 421) (a),(b), (c)
Normal declassification works like this: the item in question is referred to the agency in question, which then releases, typically, a redacted or declassified version of the document in question only after doing complete due-dilligence on the impact of the declassification. This is so our spies aren't comprimised, so that our National Secrets can be secured. Never, ever is a NIE or Agency profile 'leaked' to the press for partisan political maneuvering ahead of the national security interests of the country.
Bush has clearly been prevaricating about his involvement in and knowledge of this affair, and has done so repeatedly.
If he was declassifying either the NIE of Plame's identity for public consumption, and he'd done nothing wrong, then what's with all the lying about it?
