What's the lowest percentage for any president?

I think Bush may break that record. But what is it? I'm thinking something like 24%?

1. I know Carter hit 29% at one point.

I can't believe that about Carter. I have always liked him.

3. I liked Carter enough to work for his campaign in '76.

But I'm not sure how effective he actually was as a president. Maybe it was the times - the 70s sort of sucked.

4. I think it was the times. He had every awful thing happen

that could have happened. The economy was awful then - interest rates were in the teens. Inflation was going crazy. Oil was going out the roof. And then the Iranians took all of those hostages.

Absolutely nothing went right for him.
