Will mr.bush have to pay for the leaker investigation?

Will mr.bush have to pay for the leaker investigation?
I just had a thought (I know, I know). If mr.bush knew he was the leaker, yet had this investigation going on/ongoing for the last couple yrs, is he monetarily liable for the investigation?

3. Not just the investigation but how many millions or hundreds of millions
to build Brewster Jennings which bush destroyed because he was so concerned with letting Americans know the truth (?).

What were the costs of the Plame leak investigation?

People were complaining about the time and therefore the money that Fitzgerald's office was spending. Which would have been unnecessary, right? If bush had told at least the special prosecutors office, and they had ample opportunity since bush and cheney had a 70 minute little chat with Fitzgerald since they refused to be put under oath and the CIA who requested a special prosecutor that bush authorized the leak they were investigating.

Was it two or three years ago that Fitzgerald's investigation began, AT THE REQUEST OF THE CIA who were a bit miffed that one of their operatives had been outed not to mention her deep undercover organization Brewster Jennings which cost the taxpayers how many millions and which took 13 years to build its deep undercover organization.

4. That is my question. Shouldn't he be personally liable?
Since he knew it was himself? I know he will "pay", but shouldn't he be personally responsible for the money it has cost?
