1. International law. No one must follow an order they believe

in unlawful.

I'd also say religion, since it is arguable whether or not you can force a person to engage in behavior in conflict with their religious beliefs.

So far, the very few with a conscience have been "retired". Those that remain seem committed to the Chimperor. If he orders a nuclear attack, another handful of senior officers will resign. The majority who are still there will obey orders, some happily.
