That message is that North Korea can use the same justification in attacking us with nuclear weapons if they believe our nukes are a threat to their national security.

I don't believe ANY COUNTRY is presently justified in nuking any other country, especially a pre-emptive strike against a non-nuclear country. In fact, it is against international law.
