Iran
Instead of proposing United Nations sanctions, why not begin by apologizing for helping Iraq cause severe harm to the people of Iran in the Iran-Iraq war?

Then why not provide some kind of non-political, non-military assistance for the people of Iran that the Iranian government will not oppose?

Given the amounts of money spent on the war in Iraq, perhaps a few billion dollars worth of some products made in the USA would be a good start. Surely international relations is not just for the profit of firms that make weapons.

Start small with $10,000 worth of stuff, confirm that it is appreciated, increase it to $100,000, and so on.

If that's too materialistic, then how about some kind of cultural exchange involving instrumental music with no lyrics? Does everybody in Iran already have an iPod?

2. I read that the Shah of Iran flew in thousands of bottles of wine from
Paris for a big party with guests from around the world. It sounded like an attempt to impress people rather than actually help people and it appears that the guests were wealthy, influential people who didn't need any help.

However, that does indicate that at least one wine seller in Paris profited from international relations. So something other than weapons can be involved in international relations and somebody will profit from the selling of the things that are not weapons.

3. Gaining economic control of an area you consider essential to
your remaining at the top of the food chain.... could be done with wine.... but it is usually done with the other things you mentioned.

4. I don't think the wine was used to gain control.
I think the Shah lost power not long after the wine was consumed.

5. We are constrained by our own past actions
Our handling of Iraq has shown us to be bad bargainers - Saddam let the inspectors back in and we invaded him anyway.

Any solution to this is going to have to come from Europe, I suspect.
