Sam or Josh, but supposedly Sam has been in the Congress representing Orange County, CA, so he would have some real experience, plus, I believe, at one time he expressed to Bartlett that he aspired to be president.

The writers decided that to change it in reaction to John Spencer's death.

Vinick as VP seems an obvious and gracious move for Santos. I'm betting that Santos offers, and Vinick says no thanks.
