U.S. pandemic response plan - a license to print money
Disease/Infection News
Published: Sunday, 16-Apr-2006

The U.S. government plans to deal with a bird flu pandemic would apparently expand the Internet and possibly allow other countries to print U.S. money.
The plan is expected to be approved by President George W. Bush within days and is the first document to explain exactly how the government would detect and respond to a flu outbreak.

In the 240-page response plan more than 300 specific tasks are identified for federal agencies to carry out, including deciding which frontline workers should be vaccinated first.

The Internet would apparently be expanded to facilitate a possible surge in the number of people working from their home computers.

The Treasury Department is on the brink of signing agreements with other nations to produce currency if U.S. mints cannot operate...

2. "Large gatherings would be banned,
schools encouraged to close and air traffic controllers would be moved to the busiest airports.

Retired federal employees would be summoned back to work, and National Guard troops could be dispatched to cities facing possible insurrection."

4. "Expand the internet"
This will not be done, of course, without appropriate controls because of all the sexual predators and phishing con men that would take advantage of it.

Bye-bye internet.

5. Once upon a time
banks could print their own paper money. It didn't look exactly like US legal tender (in fact when they started doing it I don't think the US had paper money yet, only coinage minted in gold, silver and copper) and whether somebody accepted it at face value depended on how much he trusted that bank to redeem that banknote for the equivalent in specie (coin).

I think of that whenever I get spanking clean new bills out of an ATM: what changes would we have to make in the banking system to allow the banks to just print out new bills to order?

6. I wouldn't have thought it would be needed, but it's not important
Quite a few countries outsource their money printing to specialist printers who have the expertise to produce hard-to-forge banknotes (and with the redesign of the US notes, they have now joined the rest of the world in that category). But it there was a human pandemic, I'd have thought the speed of circulation of currency would also go down, and the need to replace the notes would drop too. Still, each department has to work out if it would have personnel problems, and it seems a good idea for them to have backup ability just in case.
