What's with this? "Civilian Inmate Labor Program"

What's with this? "Civilian Inmate Labor Program"
This is over a year old, but this is the first time I've seen any official document regarding the "guidance for establishing and managing civilian inmate labor programs on Army installations. It provides guidance on establishing prison camps on Army installations."

Is this related to the recent award KBR got for building concentration camps?

Looks like the program was created in 1987, and they've been building camps since 1989.

3. It's self explanatory, actually.
I'd love to see numbers as to how many civilian inmates have been used in the program, or housed on-post, though.

I suspect not many, compared to the inmate population, but some have probably been used.

People have been parsing it as an 'inmate labor program' for those that are currently civilians, viz. walking the streets. The text itself makes it clear that it's a program for using civilian inmates, at least sometimes housed on-post, in a labor program. Here 'civilian' means 'non-military'; most people in jail are non-military, hence they're civilian inmates.
