Did anyone think Rove wasn't going to be running the 2006 mid-term elections? That is what he does. To say this is a "shake-up" is a smoke screen. Rove's main function is & has been running campaigns. His "job" at the White House was to manage Bush so he didn't do too much damage to the GOP majority in Congress. He did manage to hold on to the "Base 30%".

1. His job is to orchestrate the theft
of as many positions as possible. It's probably marginally harder to do that from within the WH.

3. Yeah, Rove could be positioning himself a step away from Bush
so that if and when Fitzie fingers him, it won't look a completely crappily corrupt and treasonous as it really is.
