we need to restore confidence, misrepresentation, Bremer was too optimistic
only 30% have water, Allawi didn't do too well

Diverted from terrorists. 80%of Iraqis want us out.

Opposition to going into Iran?
No capability. Nuclear must be repeated because targets are spead out.

No perminent bases in Iraq.Not stable solution.

Will UN paticipate?
They are needed.Must keep under control. Must have diplomatic solution.
