I believe that Bush is haunted by the people who have been killed in Iraq and Afghanistan. After they've departed their bodies, their spirit moves across the Atlantic.....due west...

Like a thin mist, the disembodied being hovers near Bush.....observes him from a distances....ponders him.....

....the spirit notices there are many others, hovering around Bush.....in fact, he has hordes which follow him around, day and night.

As Bush tries to sleep at night, they materialize, just a thin wisp of white smoke....
