Is my NBC affiliate the only one that does this? ...

Every once in a while I decide to watch the new Martha Stewart show. But I have to be very careful to turn it on at exactly 10 a.m. If I happen to turn the channel on at 9:55, after the Today Show, I am treated to a PSA of sorts by James Dobson. It is quite annoying and I was just curious if anybody else has noticed this?

1. Television stations will run PSAs when they can't fill an ad slot

The PSAs are free and it helps them fulfill what's left of the community service obligations in their FCC licensing agreements. Usually they'll rotate the PSAs but sometimes they get lazy, or a station employee gets a little editorial, and they'll use the same PSA in the same slot everyday for quite a long time. This is more an indication that the 9:55AM ad slot doesn't sell very well. Or it could be a paid ad by Dobson's organization and they bought that slot for an extended run at a dirt cheap price because it doesn't sell very well.
