Lest we forget: Clinton's Censure and Impeachment Resolution (HR 611)

I thought it would be interesting to post the impeachment resolution and censure for Clinton, to compare it to Feingold's Censure and Illinois's and Vermont's Impeachment Resolutions for B*. Several recent DU posts inspired this. A comparison, if you will, of High Crimes and Misdemeanors.

Democratic Censure Resolution December 9, 1998 The Democratic members of the House Judiciary Committee today proposed this censure resolution to the panel as an alternate to voting out articles of impeachment.

Joint Resolution

It is the Sense of the Congress that – On January 20, 1993, William Jefferson Clinton took the oath, prescribed by the Constitution of the United States, faithfully to execute the Office of President; implicit in that oath is the obligation that the President set an example of high moral standards and conduct himself in a manner that fosters respect for the truth; and William Jefferson Clinton has egregiously failed in this obligation, and through his actions has violated the trust of the American people, lessened their esteem for the office of President and dishonored the office which they have entrusted to him, Be it resolved That:

1. The President made false statements concerning his reprehensible conduct with a subordinate;
2. The President wrongly took steps to delay discovery of the truth;
3. No person is above the law, and the President remains subject to criminal and civil penalties, for this conduct;
4. William Jefferson Clinton, President of the United States, by his conduct has brought upon himself and fully deserves the censure and condemnation of the American people and the Congress; and by his signature on this Joint Resolution, the President acknowledges this censure.

RESOLUTION Impeaching William Jefferson Clinton, President of the United States, for high crimes and misdemeanors. Resolved, That William Jefferson Clinton, President of the United States, is impeached for high crimes and misdemeanors, and that the following articles of impeachment be exhibited to the United States Senate: Articles of impeachment exhibited by the House of Representatives of the United States of America in the name of itself and of the people of the United States of America, against William Jefferson Clinton, President of the United States of America, in maintenance and support of its impeachment against him for high crimes and misdemeanors.Article I

I The president provided perjurious, false and misleading testimony to the grand jury regarding the Paula Jones case and his relationship with Monica Lewinsky.

House: Passed 228-206
Committee: Passed 21-16

II The president provided perjurious, false and misleading testimony in the Jones case in his answers to written questions and in his deposition.

House: Failed 229-205
Committee: Passed 20-17

III The president obstructed justice in an effort to delay, impede, cover up and conceal the existence of evidence related to the Jones case.

Committee: Passed 21-16

IV The president misused and abused his office by making perjurious, false and misleading statements to Congress.

Today, Thursday, April 20, 2006, Rep. Karen Yarbrough introduced into the Illinois General Assembly Joint Resolution 125, which calls for the impeachment of President George W. Bush.


WHEREAS, Section 603 of Jefferson's Manual of the Rules of the United States House of Representatives allows federal impeachment proceedings to be initiated by joint resolution of a state legislature; and

WHEREAS, President Bush has publicly admitted to ordering the National Security Agency to violate provisions of the 1978 Foreign Intelligence Surveillance Act, a felony, specifically authorizing the Agency to spy on American citizens without warrant; and

WHEREAS, Evidence suggests that President Bush authorized violation of the Torture Convention of the Geneva Conventions, a treaty regarded a supreme law by the United States Constitution; and

WHEREAS, The Bush Administration has held American citizens and citizens of other nations as prisoners of war without charge or trial; and

WHEREAS, Evidence suggests that the Bush Administration has manipulated intelligence for the purpose of initiating a war against the sovereign nation of Iraq, resulting in the deaths of large numbers of Iraqi civilians and causing the United States to incur loss of life, diminished security and billions of dollars in unnecessary expenses; and

WHEREAS, The Bush Administration leaked classified national secrets to further a political agenda, exposing an unknown number of covert U. S. intelligence agents to potential harm and retribution while simultaneously refusing to investigate the matter; and

WHEREAS, the Republican-controlled Congress has decline to fully investigate these charges to date; therefore be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the General Assembly of the State of Illinois has good cause to submit charges to the U. S. House of Representatives under Section 603 that the President of the United States has willfully violated his Oath of Office to preserve, protect and defend the Constitution of the United States; and be it further

RESOLVED, That George W. Bush, if found guilty of the charges contained herein, should be removed from office and disqualified to hold any other office in the United States.

2. I still believe that the RW picks and chooses what harms more
a lie about sex between consenting adults or lies that lead to spying on its own citizens, that took america to war with an innocent nation and lies that so far has killed an unknown numbers of that nations citizens plus the 2000+ american lives. To put it simply. Lie about a bj= impeachment, lie about things that get people killed = a pat on the back.

Would some brave, up standing woman from DU take one for america and give shrub a bj so we can impeach him? Or male, after Gannon its best to hedge your bet and give shrub a coice, just try not to confuse him to much.
