How Iowa, other states handle labor disputes

By Matt Wynn and Paul Hammel
WORLD-HERALD STAFF WRITERS

Historians might call 2011 a watershed year for organized labor.

Lawmakers in 43 states — beginning with Wisconsin and Ohio — introduced bills to alter how collective bargaining for public employees works, according to the National Conference of State Legislatures.

In Nebraska, the Legislature also is reconsidering collective bargaining by proposing the overhaul of the Commission of Industrial Relations, the board that handles labor disputes between public employees and their government employers.

The tenor of the legislation is in tune with the national push by conservatives to curb public employee compensation.

“Why not? Everyone else is doing it,” said Steve McLuckie, organizing director for the Missouri Chapter of the National Education Association, which represents teachers and other school employees.

But there’s at least one state where talk of a large-scale public labor overhaul hasn’t taken off. Iowa’s system of collective bargaining has remained virtually unchanged since 1974, when it was written into law.

1. I thought the biggest reason that union stomping in Iowa was held back
was because Democrats held one house of the legislature adn - even more strangely - the Dems were totally unified in that house that there would be no anti-union legislation come to the floor of the Senate.
Thank you Mike Gronstal from your area in Council Bluffs.
Lord knows Gov. Branstad is on board to crush unions.
