I've called and emailed both the local Congressional campaign AND the County chair and neither of them will get back to me on helping get a Dem elected in November

1. I had that problem in 2004.
I called begging to do something. No one would take me on. I think it was general disorganization, not that they didn't need the help. Our local dem party is all volunteer, so things sometimes go through the cracks. I got frustrated and started registering voters on my own at shopping centers in heavily dem neighborhoods. That was fun.

Try calling back. Maybe you can offer to organize volunteers since it seems like they could use some help there? Also, maybe try issue oriented groups. In my area, Sierra Club and NOW are really organized. Also, the Immigration Reform group is on fire. I register voters with them sometimes, too, since they are really into voter outreach and education. They are so much fun to work with. Lots of young people and really enthusiastic.

Someone with your talents, I am sure that you can find a group to put them to use.

3. That's something that should never happen.
Sadly, it does. I know in my state the local Dem parties are all volunteer and their degree of oranization varies from nearly nonexistent to large, stratified and competent.

Keep trying. It could be that you're just the person to get in there, boost morale and make things work the way they should.

Since your local party seems to be disorganized, you should proceed with your efforts as though you have complete authority to do whatever's necessary. Start organizing and keep organizing until someone takes notice. It might be that by the time you're done, you're the Chairman of your county party. Make a splash. All the better.

5. it's probably just as well I didn't make a big splash in the Democratic
political scene here

I just dropped off my application to the County to be the new "Election Machine Technician"

I'd rather keep the machines safe than rail against the machine, if you catch my drift.....
