2. Yes, but

I think there needs to be a lot of work on the best way to utilize it. The 50 state strategy great, but I think more needs to be done to let local folks know what they expected to do.

Fresno county did not follow the 50 state strategy. Art Torrez has basically told the California interior to get lost, he has Los Angeles and San Francisco to defend.

4. Yes and no

The Texas Democratic Party makes noises about following a 254-county strategy, but hasn't actually done it yet. On the other hand, Travis County over the last two election cycles has retaken three seats in the legislature that were drawn to be repub seats... you don't do that without running in just about every precinct.

5. Maine did a good job

For the 2006 election we had several organizers hired with DNC money, plus some hired by the state party. We also had staff from legislators in "safe" seats work in other districts to help in toss up districts.

The result: We maintained control of the state Senate and went from a 1 vote plurality to a 30+ vote majority in the House.

We still have three or four DNC organizers working on the County level, and two more are being hired this fall for the 2008 campaign.
